Founded on faith, built through perseverance, and sustained by God’s grace, New Bethel Missionary Baptist Church stands as a spiritual beacon in the heart of West Palm Beach. Since 1928, New Bethel has remained committed to worship, service, and community—anchored in Christ and guided by faithful leadership.

Our Story: A Chronological Timeline of Faith

1928 – The Beginning

On December 16, 1928, a small but faithful group of believers came together with one vision: to worship God and establish a church home rooted in faith.
Reverend Jacob C. Fennell answered the call as New Bethel’s first pastor, joined by devoted members including Sister Daisy Gilbert, Sister Hattie Rivers, Sister Lottie Atkins, Deacon Will West, and Ulysses Mosley.

1931 – A Firm Foundation

By 1931, the foundation was laid, and the cornerstone was set at 911 Ninth Street, the very ground where New Bethel still stands today.
Under Pastor Fennell’s leadership, New Bethel flourished with the establishment of:

  • The Deacon Board

  • Trustee Board

  • Sunday School

  • Mothers Board

  • Women’s Mission Society

1934 – Leadership Through Hardship

Following the passing of Pastor Fennell in 1934, Reverend R. B. Black became pastor during the challenging years of the Great Depression. In just two years, he restored financial stability and expanded ministry efforts, including the creation of Choir Number Two.

Mid-1940s – Vision and Expansion

Next came Reverend E. G. Guilford, a visionary leader whose influence extended beyond the pulpit. During his tenure, New Bethel embarked on a bold building effort, raising over $10,000—an extraordinary achievement for that era.
His service ended with his sudden passing in 1947.

1947–1956 – Growth and Stability

Later in 1947, Reverend D. N. Conner was called to lead New Bethel. Under his leadership:

  • A new sanctuary was built and dedicated in 1951

  • The mortgage was fully paid by 1956

Pastor Conner and his wife, Sister Laura Bell Conner, served faithfully for decades, leaving a lasting legacy of spiritual and financial stewardship that continues to shape the church today.

Years of Transition

In the years that followed, New Bethel remained a steady rock through leadership transitions, including Reverend Russell Odom and Reverend James Lofton, Jr.
Each pastor shepherded the church through seasons of growth, healing, and revival.

2012 – A New Season of Vision

In 2012, God called a servant with renewed vision—Reverend Toby T. Philpart, alongside First Lady Sandra Philpart.
His installation marked more than a ceremony; it was a celebration of restoration, purpose,

and power.

Guided by a spirit of excellence and a heart for the people, Pastor Philpart’s vision has been clear:
“Operating in a spirit of excellence to fulfill the Great Commission.”

Under his leadership, New Bethel has experienced:

  • Revival of the Youth Department and Praise Dancers

  • The return of Early Morning Evangelism

  • Monthly Leadership Training

  • Successful capital renovations

  • The relaunch of Bible Study

  • A renewed church identity and slogan:
    “Welcome to New Bethel — the greatest church on this side of heaven.

Our Legacy Continues

From a small gathering in 1928 to a thriving ministry today, New Bethel Missionary Baptist Church is more than a building. It is a legacy of faith, a family of believers, and a pillar of hope in West Palm Beach. And the story is still being written.

Bio.

Reverend Toby T. Philpart is the Senior Pastor and Teacher of the New Bethel Missionary Baptist Church in West Palm Beach, FL. He also currently serves as Moderator of the Florida East Coast Baptist Association and as President of the Congress of Christian Education for Florida General Baptist Convention, Inc.

Pastor Philpart is the husband of a beautiful and loving wife of 40 years, Sonjia Lynn Kennedy-Philpart. He and his wife have been blessed with two lovely daughters, Valencia and Amber and two beautiful granddaughters, Autumn & Avery.

Pastor Philpart is an alumnus of Moody Bible Institute (now College), in Chicago, Illinois where he obtained a Bachelor of Science in Biblical Studies. He also holds a Master of Science in Philanthropy and Non-Profit Management from Nova Southeastern University in Fort Lauderdale, Florida, and is a Air Force Veteran.

Pastor Philpart is a preacher with a sincere passion for the Word of God and has actively served in the ministry of preaching and teaching God’s Word for 37 years. Pastor Philpart was ordained as a Gospel Minister in 1988 and in 1992, he was called to pastor New Mount Zion Missionary Baptist Church, located in Fort Pierce, Florida, where he served for 20 years.

Pastor Philpart has served the community, with 20+ years of experience in community development. His experiences have led to involvement with various programs and organizations that include Past State Board Member of One Church One Child, St. Lucie County Leadership Class, Fort Pierce Police Chaplain, Volunteer/Mentor for numerous schools in St. Lucie County and Palm Beach County and Past Membership with the NAACP. He is also a member of Omega Psi Phi, Kappa Upsilon Chapter, West Palm Beach.

Reverend Philpart exemplifies the true “Spirit of God” -- His heartfelt verse is I Corinthians 2:9 “But as it is written, eye has not seen, nor ear heard, neither has entered into the heart of man, the things which God has prepared for them that love Him.”

The Team Behind the Ministry

New Bethel Missionary Baptist Church is supported by a dedicated and faithful staff committed to serving the church with excellence and integrity. Our Administrative Assistant and Executive Assistant work diligently to ensure the daily operations of the church run smoothly and efficiently. The Music Ministry and Tech Support team work together to enhance our worship experience, creating an atmosphere that is engaging, uplifting, and accessible both in person and online. Under the leadership of our Deacon Chairman and Treasury Chairwoman, New Bethel remains spiritually grounded and financially responsible, allowing ministry to flourish and God to be glorified.
